    Hello and welcome to all members of the Webster learning community,
    As you know, parents are their children’s earliest and most continuous teachers and are full partners with teachers, principals and administrators in the education of their children. Parents are critical to the success of educational reform and families benefit from learning together by engaging fully in literacy and educational activities.
    Every child in Webster is eligible to reap the benefits of the Title 1 Program and we would like to extend an invitation to your family to fully participate in its activities and online opportunities.  I welcome your input about additions and changes to make Title 1 the best program for supporting the parents and students of this growing community. Please feel free to call or email me with any comments, suggestions or questions and I will get back to you as quickly as possible.
    Title I, Part A Improving Academic Achievement
    Title I, Part A (Title I) of the Elementary and Secondary Education Act (ESEA), as amended, provides financial assistance to districts and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards.  Federal funds are currently allocated through statutory formulas that are based primarily on census poverty estimates and the cost of education in each state.  The Massachusetts Department of Elementary and Secondary Education (ESE) also provides sub-grants using state and federal funds to districts for the purpose of providing assistance for districts ans school improvement.
    Title I Funding in Schools

    The Webster Public Schools uses their Federal Funds to improve and provide services to all students in the Park Avenue Elementary (PAE), Webster Middle School (WMS), and Bartlett High School (BHS) through schoolwide programs. The goal of the schoolwide programs is to significantly increase the learning opportunities available to raise the achievement of all students, but particularly those who have always been the intended beneficiaries of Title I: low income children, low-achieving children, homeless children, migrant children, children who are neglected or at risk of dropping out, and Limited English Proficient children. 

    The Director of Title I works with the building Principals each year to create school-specific supplemental programming that best supports their unique student population. The Webster Public Schools’ Title I allocation in conjunction with other Federal, State grants and local funds are dedicated to providing highly qualified Academic Interventionists at all three schools, Reading Specialists at PAE and WMS, Extended Day Services for student academic support, high quality professional development for teachers, scientifically research-based interventions, and Summer School Programs.
